The House
of Representatives has approved on third and final reading a bill creating the
Department of Information and Communications Technology (DICT), which shall be
the primary government entity to promote and help develop the ICT sector.
Thre
Philippine House of Representative (Lower Chamber) passed House Bill 6198 on
third and final reading. This aims to create the Department of Information and
Communication Technology (DICT) that will integrate and rationalize the Information
and Communication Technology (ICT) functions of various government agencies.
The DICT will the primary government agency or department that will develop and
promote the ICT Sector.
Currently,
the ICT functions are divided among the National Telecommunications Commission,
the Information and Communication Technology Office (ICTO), National Computer
Center and the Telecommunications Office. HB 6198 was approved during the
October 9, 2015 session of the House of Representatives.
The
mandate of the DICT will be to ensure stable communications services and
address the concerns and issues on internet connectivity. Also, the DICT will
be responsible for the design, development, implementation, and securing and
protecting the communications infrastructure system. The DICT will also take
the lead in cybersecurity, cybercrime enforcement framework and representing
the country in ICT concerns internationally.
The
Senate version of the DICT Act was passed on final reading last June 1, 2015
and there will be a bicameral committe that shall thresh out the final law that
will establish the Department of Information and Communication Technology.
